I have to go George Best here. Although he might be better suited for LW. If memory serves me correctly, he won the Balon d'Or playing on the right, but spent most of his career on the left. Figo was one of the first players I remember learning about when I started getting in to the sport. However I've never been as impressed with him as others from the same time period. Amazing player for sure. But I wouldn't consider him on the level to really compete for the best right winger of all time. You can make the case for Best easier in my opinion.
The best pure winger is Figo (maybe of all time): he'll give you better/consistent supply of crosses, assists, control, team-play and workrate down the right flank. But George Best is a dribbling wizard, a forward who is the better footballer of the two (a player who, talent-wise, in his golden football era (late 60's) was regarded as highly as your Pele's, Cruyff's and Eusebio's... whom had better careers than George in the end though).
