To sell said album. You have to remember that in 1983, not every song was available at your fingertips. You had to discover music. This was the case right up until the mid-00s. So artists would release singles, sometimes before albums were released, but often after, and if you liked the single you might just buy the album. I've lost count the number of times I've bought albums off the back of hearing one single. Sometimes it works - Doves' Lost Souls album for example after hearing "The Man Who Told Everything", and sometimes it doesn't - I'm looking at you Hot Hot Heat dragging me in with your "Bandages" and serving up a load of trash!!
